Public Administration in International Development

The course has been designed to support managers or potential managers of public organisations in developing countries; the course considers the environmental factors (political, cultural, economic) that impact on the work of public managers and the ways in which those factors shape the character of governance and the management and delivery of public policy in these different state forms.

Entry requirements

Entry is to the Postgraduate Certificate in the first instance, with participants progressing through Diploma and Masters upon successful completion of the previous stage; professional experience in public service field, a good 1st degree (if no first degree is held work experience will be considered). For applicants whose first language is not English, the minimum University English language requirements of IELTS 6.0 (with at least 5.5 in each of the four language components) or the equivalent are required.

Course modules

There are 3 compulsory modules: Certificate stage: Social and political issues in development; governance and public administration; policy analysis and process. Diploma Stage: Leading and managing organisational change; strategic planning; the economics of public service reform. Master's stage: Either 1 module and 12,000-word independent study project or 2 optional modules and a 6,000-word project: Organisational learning and performance; public policy and management in the information age; globalisation and social policy; project management; using evidence in social policy.

Assessment methods

Written assignment at end of each taught module with an independent study project to close the programme. All assignments are submitted electronically.

Sponsorship information

A range of scholarships and studentships are available at postgraduate level. Some scholarships are funded by the University (such as the York Master's Opportunity Scholarship) and some are funded by Research Councils, alumni, businesses and charities. Please check with the provider for details.
